2025 Legislative Update: Week Four

Hello House District 52!
I am happy to announce that we have made it halfway through the 2025 General Legislative Session! As a body, we’ve made a ton of progress already, with dozens of bills passing both the House and the Senate, and making it to the Governor’s desk for signing. The past few weeks have been a rush of committee meetings, floor debates, and collaboration, all focused on ensuring Utah continues to thrive.

Supporting Students and Future Educators
|
|
The Legislature is committed to setting Utah students and teachers up for success by expanding opportunities in education and the workforce. Here are some of the bills we are working on to create a stronger, more prepared workforce while investing in the next generation of Utah's educators and leaders.
- HB447 enhances CTE programs statewide, allowing high school students to explore high-demand fields like healthcare, engineering, and construction.
- HB260 ensures students graduate with industry-recognized credentials.
- HB204 aims to provide financial assistance to student teachers, increasing retention and encouraging graduates to stay and teach in Utah.
- HB344 addresses school fees, reducing financial barriers for families and making education more accessible for all students.

The Legislature is working on embracing nuclear power as a key component of Utah's future energy mix. We passed HB249 to establish a Utah Energy Council, exploring and developing advanced nuclear technologies. Check out this Deseret News article to learn more.

The Legislature has made great progress on key issues like education, public safety, and government accountability. With just a few weeks left in the session, I’m committed to advancing policies that strengthen our communities, protect Utah’s values, and ensure a bright future for our state. Bills I Have on the Docket
The following bills are in the process of being passed. I will update you every week to keep you appraised of the situation.
- H.B. 16 Health Facility Administrator Act Amendments
- This bill extends the sunset repeal date of the Health Facility Administrator Act.
- Passed by both the House and Senate. It has now been sent to enrolling to await the signature of the Governor.
- H.B. 261 Towing Modifications
- This bill amends provisions regarding impounded vehicles, protects vehicle owners regarding possessions found within the vehicle, and other varying provisions.
- This bill has been assigned to the House Transportation Committee.
- H.B. 279 Earned Wage Access Services Act
- This bill ensures transparency, consumer protections, and fair practices in the growing earned wage access industry while setting up a registration and enforcement system to prevent abuse.
- This bill has been assigned to the House Business, Labor, and Commerce Committee.
- H.B. 301 Ambulance Provider Payment Amendments
- This bill codifies a base rate for ground ambulance transports and protects those who use ambulances from predatory rate hikes due to use.
- This bill was assigned to the House Business, Labor, and Commerce Committee, where it received a unanimous favorable recommendation. It will be added to the 3rd Reading Calendar.
- H.B. 366 Access to Call Location Information Amendments
- Currently, mobile phone companies must provide call location data when:
- Someone calls for emergency services.
- There’s an immediate risk of death or serious injury (e.g., a kidnapping or medical emergency).
This bill adds a new situation:
- If law enforcement determines a missing person is in danger, they can urgently request phone location data.
- This bill received a unanimous favorable recommendation House Public Utilities and Energy Committee.
- S.B. 42 Consumer Protection Amendments
- This bill clarifies the Utah Department of Consumer Protection's role in protecting consumers from deceptive and unconscionable sales practices.
- Passed both the Senate and the House, has gone to enrolling to be signed by the Governor.
- S.B. 44 Professional Licensure Background Checks
- This bill simplifies and standardizes background checks for licensures in certain professions.
- Passed the Senate and the House with an amendment, and will now be added to the House 3rd Reading Calendar.
