2025 Legislative Update: Final Week

Hello House District 52!

As we complete the 7th and final week of the 2025 General Legislative Session, there have been many policy adjustments for government agencies, enhanced transparency, fiscal accountability, tax cuts for all—including Social Security tax and increasing the child tax credit—school safety, addressing organized crime, fentanyl penalties, and dedicating more than 45% of our budget to education.   

It is an honor to be part of this process, witnessing firsthand the dedication and collaboration that make this work possible.
Week 7 Legislative Update

Over the past five years, the Legislature has delivered over $1.4 billion in tax cuts. This year, we’re continuing to build on that progress with HB106, Income Tax Revisions

  • Reducing the income tax rate to 4.5% 
  • Eliminating income tax on Social Security for individuals earning up to $90,000 
  • Expanding the child tax credit for children under six years old 

These steady, incremental tax cuts add up to real savings for Utah families. A young family with two children earning $75,000 a year has saved over $1,200 from these reductions, while an individual on Social Security has saved $4,545. This is real money making a real difference—put back where it belongs: in your pockets. 

Honoring our Firefighters and First Responders

Firefighters put their lives on the line every day to protect our communities, facing not only immediate dangers but also long-term health risks. Alarmingly, 60% of line-of-duty firefighter deaths are linked to occupational cancers, making cancer a leading cause of death in the profession. 

HB 65 expands access to cancer screenings, early detection, and essential medical benefits for our firefighters. We owe them more than just gratitude—we owe them protection. This legislation ensures that those who safeguard Utah’s communities receive the care they deserve.

On Friday, March 7th, we honored the widow of Santaquin Police Sergeant Bill Hooser, who was murdered in May of 2024. We recognized the dozens of law enforcement officers who successfully pursued and arrested the dangerous criminal who traveled over 200 miles in 4.5 hours across Utah roads. We appreciate our many officers who dedicate their lives to our safety.

Final Outcomes: 2025 Proposed Legislation

My following bills have passed both the House and the Senate, and will be sent to the Governor for signing.
  • H.B. 16 Health Facility Administrator Act Amendments
    • This bill extends the sunset repeal date of the Health Facility Administrator Act.
    • Passed by both the House and Senate. It has now been sent to enrolling to await the signature of the Governor.
  • H.B. 261 Towing Modifications
    • This bill amends provisions regarding impounded vehicles, protects vehicle owners regarding possessions found within the vehicle, and other varying provisions.
    • Passed by both the House and Senate. It has now been sent to enrolling to await the signature of the Governor. 
  • H.B. 279 Earned Wage Access Services Act
    • This bill ensures transparency, consumer protections, and fair practices in the growing earned wage access industry while setting up a registration and enforcement system to prevent abuse.
    • Passed by both the House and Senate. It has now been sent to enrolling to await the signature of the Governor.
  • H.B. 301 Ambulance Provider Payment Amendments
    • This bill codifies a base rate for ground ambulance transports and protects those who use ambulances from predatory rate hikes due to use.
    • Passed by both the House and Senate. It has now been sent to enrolling to await the signature of the Governor.
  • H.B. 366 Access to Call Location Information Amendments
    • Currently, mobile phone companies must provide call location data when:
      - Someone calls for emergency services.
      - There’s an immediate risk of death or serious injury (e.g., a kidnapping or medical emergency).
      This bill adds a new situation:
      - If law enforcement determines a missing person is in danger, they can urgently request phone location data.
    • Passed by both the House and Senate. It has now been sent to enrolling to await the signature of the Governor.
  • S.B. 330 Cosmetology Modifications
    • This bill simplifies, redefines, and deregulates many provisions regarding the cosmetology industry.
    • This bill passed both the Senate and the House, has gone to enrolling to be signed by the Governor.
  • S.B. 42 Consumer Protection Amendments
    • This bill clarifies the Utah Department of Consumer Protection's role in protecting consumers from deceptive and unconscionable sales practices.
    • This bill passed both the Senate and the House, has gone to enrolling to be signed by the Governor.
  • S.B. 44 Professional Licensure Background Checks
    • This bill simplifies and standardizes background checks for licensures in certain professions.
    • This bill passed both the Senate and the House, has gone to enrolling to be signed by the Governor.
  • S.B. 201 Real Estate Amendments
    • This bill provides different rules and establishes amendments to laws concerning Homeowner's Associations and similar entities.
    • This bill passed both the Senate and the House, has gone to enrolling to be signed by the Governor.
