2025 Legislative Update: Week Two

Hello House District 52!
 

It’s been another busy week at the Capitol, and I’m excited to share what we’ve been working on in the 2025 Legislative Session.

Week 2 Legislative Update

Week 2 Highlights

I met with many organizations, including the Alpine School Board, to discuss school cell phone safety. I also presented HB16 in a Senate committee hearing, which passed unanimously. This bill ensures that health facility administrators are qualified professionals, protecting patient care across Utah.

I met with the Department of Technology Services to explore ways the Legislature can help Utah fight back against cyber crimes. I also had discussions with the Utah Highway Patrol regarding towing issues and the importance of preserving evidence in vehicles by preventing individuals from removing items before an official investigation is completed. Later in the day, I met with the Chiefs of Police from Lehi and Saratoga Springs over lunch to discuss key issues.

I sat in on the Government Appropriations Subcommittee to discuss how taxpayer dollars should be allocated. Additionally, I chaired the House Business and Labor Committee. This is a unique opportunity, and I take every measure to ensure that we place the welfare of Utahns at the forefront of the committee's work.

I was pleased to vote in favor of SB19, which will enhance retirement benefits for military veterans who have served our country.

I met with representatives from the Susan G. Komen Foundation and the American Cancer Society to discuss HB314, a bill concerning breast cancer diagnostic imaging. I also welcomed Kiley Bearden, a Brigham Young University nurse practitioner student, to the House Floor proceedings to observe the legislative process firsthand.

Later, I presented SB42 to the House Business, Labor, and Commerce Committee. This bill strengthens consumer protection in Utah by expanding enforcement powers, allowing courts to order businesses to return money obtained through deceptive practices, and increasing penalties for violations.

Bills I Have on the Docket

The following bills are in the process of being passed. I will update you every week to keep you appraised of the situation.
  • H.B. 16 Health Facility Administrator Act Amendments
    • This bill extends the sunset repeal date of the Health Facility Administrator Act.
    • Passed the Senate committee hearing unanimously and now heads to the full Senate.
  • H.B. 261 Towing Modifications
    • This bill amends provisions regarding impounded vehicles, protects vehicle owners regarding possessions found within the vehicle, and other varying provisions.
    • Awaiting committee assignment from the House Rules Committee. 
  • H.B. 279 Earned Wage Access Services Act
    • This bill ensures transparency, consumer protections, and fair practices in the growing earned wage access industry while setting up a registration and enforcement system to prevent abuse.
    • Awaiting committee assignment from the House Rules Committee.
  • H.B. 301 Ambulance Provider Payment Amendments
    • This bill codifies a base rate for ground ambulance transports and protects those who use ambulances from predatory rate hikes due to use.
    • Awaiting committee assignment from the House Rules Committee.
  • S.B. 42 Consumer Protection Amendments
    • This bill clarifies the Utah Department of Consumer Protection's role in protecting consumers from deceptive and unconscionable sales practices.
    • Passed the Senate and is now moving through the House committee process.
  • S.B. 44 Professional Licensure Background Checks
    • This bill simplifies and standardizes background checks for licensures in certain professions.
    • Passed the Senate and is awaiting a House committee assignment.
