2025 Legislative Update: Week One

Hello House District 52!
My name is Cory Maloy, and I am your Representative in the Utah State Legislature. This was our first week of the 2025 General Session, and I am looking forward to continuing to work with my fellow legislators to improve the lives of Utahns across the state, but especially in our Lehi community.
I want to share with you what's been happening this first week of the 2025 Legislative Session.

Week 1 Legislative Update

Week 1 Highlights
This week, I was honored to meet with the Navajo Nation Delegation to discuss some of the unique challenges they are facing. I also met with executives from the Short Creek Dream Center from Hildale, UT, which is doing incredible work for survivors of human trafficking.
I also met with fourth graders from North Point Elementary in Lehi. It is inspiring to talk with our future leaders and remember why we do the work we do.

On Thursday evening, Governor Cox gathered the Legislature for his State of the State Address. In it, he outlined focus points for the year including housing, energy, and education.

|
For the 2025 General Session, I will be serving on the General Government Appropriations and Government Operations Committees, as well as the Chair of the House Business, Labor, & Commerce Committee. These roles will allow me to address some of the most important issues in our state, such as government transparency, efficiency, and economic growth.
This week, we've already pushed forward two significant bills—HB267, Public Sector Labor Union Amendments, and HB269, Privacy Protections in Sex-Designated Areas— which are both now heading to the House floor.

The Pledge of Allegiance on the first day of session

This year, the Utah Legislature is reimagining higher education to better serve students and the workforce. By streamlining operations, reducing administrative costs, and investing in high-demand programs, we aim to make education more affordable and impactful. Expanding career and technical education will equip students with practical skills for well-paying jobs while strengthening Utah’s economy. With a decline in college-age students on the horizon, now is the time to take bold action to ensure higher education remains a driver of growth and opportunity. Watch this short video to learn more.

Public Safety and the Southern Border Crisis
|
|
The Biden administration’s inaction at the Southern border has strained our communities, public safety, and education systems. While supporting legal immigration, we must protect our communities. That’s why we’re introducing bills to hold criminals here illegally accountable, including stricter penalties for fentanyl trafficking, recruiting minors into gangs, driving without a license, and other crimes. By taking these steps, we are reinforcing our commitment to both the rule of law and the safety of all Utahns.

Bills I Have on the Docket
The following bills are in the process of being passed. I will update you every week to keep you appraised of the situation.
- H.B. 16 Health Facility Administrator Act Amendments
- This bill extends the sunset repeal date of the Health Facility Administrator Act.
- This bill has passed unanimously through the House and now has been assigned to the Senate Health and Human Services Committee.
- H.B. 261 Towing Modifications
- This bill amends provisions regarding impounded vehicles, protects vehicle owners regarding possessions found within the vehicle, and other varying provisions.
- This bill is currently awaiting a committee assignment from the House Rules Committee.
- H.B. 279 Earned Wage Access Services Act
- This bill ensures transparency, consumer protections, and fair practices in the growing earned wage access industry while setting up a registration and enforcement system to prevent abuse.
- This bill is currently awaiting a committee assignment from the House Rules Committee.
- H.B. 301 Ambulance Provider Payment Amendments
- This bill codifies a base rate for ground ambulance transports and protects those who use ambulances from predatory rate hikes due to use.
- This bill is currently awaiting a committee assignment from the House Rules Committee.
- S.B. 42 Consumer Protection Amendments
- This bill clarifies the role that the Utah Department of Consumer Protection plays in protecting consumers from deceptive and unconscionable sales practices.
- This bill has passed unanimously through the Senate and now awaiting assignment to a committee assignment from the House Rules Committee.
- S.B. 44 Professional Licensure Background Checks
- This bill simplifies and standardizes background checks for licensures in certain professions.
- This bill has passed unanimously through the Senate and now awaiting assignment to a committee assignment from the House Rules Committee.
